Mesh illumination qualification

AsksWhen every fleet node injects 25 Hz legacy OFDM on ch48 with its own MAC, at least 80 % of the directed links between live nodes deliver at least 20 Hz, and each receiver records at least 90 % of its peers' summed commanded rate; with monad01 at 250 Hz (hybrid) its anchor links still deliver at least 200 Hz. Falsified if concurrent broadcast injectors collide or an injecting AX210 hears its peers worse, so that either delivery criterion fails in the paired A/B visits (IP-168 Phase 2).
